Job Description: Job Summary
Manages Project Managers, budget, interdependencies, risks and constraints of a portfolio of assigned projects and programs. Responsible for implementing appropriate project methodology that can help deliver project in the most efficient manner. Interacts with business unit leadership to ensure business objectives are met and initiatives are prioritized appropriately. Provides Project Management subject-matter-expertise, leads implementation of operational plans and oversees and coaches a team of Project Managers. Engages and reports to senior management and key stakeholders to ensure alignment between portfolio components and enterprise strategy. Reviews and recommends sourcing strategies for projects and programs. Assist in building organizational agility by focusing on staff empowerment, scenario planning, and effective demand and capacity management.

" Provides subject-matter-expertise and management across many technical disciplines, capabilities, services, technologies, domains or systems.
" Proactively identifies, implements and manages process improvements and agile solutions within functional area.
" Leads cross-functional discussions/initiatives to anticipate and mitigate issues and achieve required outcomes within required timeframes.
" Sets, articulates and oversees achievement of goals for assigned work-units/sub-units/functions.
" Responsible for direct oversight of staff, tactical execution and implementation of operational plans.
" Provides thorough subject matter expertise and provides input and recommendations into enterprise strategy typically through providing subject matter expertise to IT Director or higher.
" Prepares thorough and articulate executive summaries for senior leadership so that subsequent questions are not required.
" Participates in ad hoc workgroups supporting IT strategy.
" Influences, interacts and makes decisions impacting across assigned disciplines, capabilities, services, technologies, domains or systems.
" Collaborates decisions with senior IT leadership.
" Ensures adherence to practices, procedures, precedents, policy and senior leadership direction.
" Tracks and ensures that expenses fall within budget.
" Leads interviewing and hiring process in assigned areas and provides direct input into performance evaluations.
" Collaborates with Program/Project Managers to define time-frames, funding procedures, deliverables and staffing levels
" Makes timely decisions, takes decisive action or makes commitments weighing risks, conflict or uncertainty, after considering the available courses of action and the needs and values of others
" Works cooperatively with others to accomplish team goals. Supports others and shares information and own learning
" Entrusts others with responsibility for optimum efficiency
" Understands the diverse needs and agendas of various stakeholders/sponsors
" Balances multiple and conflicting interests to support the organization's longer-term effectiveness.
" Manages individual programs as needed. Plays a leadership role for the project team in driving the project from start-to-end to ensure the outlined goals and objectives mentioned in the charter are achieved and the success factors are met.
" Work in close collaboration with project sponsor to ensure expectations are met according to the success criteria
Required Work Experience
10+ years related work experience or equivalent combination of transferable experience and education.
Experience Details: Broad applied project management experience in
" managing technology projects,
" software development with interdependent teams with cross-functional roles,
" strong knowledge of and experience with SDLC,
" leading technical staff
Required Management Experience
No supervisory/management experience required but highly preferred.
Required Education
Bachelor's degree or equivalent work experience IT related field Additional Required Qualifications
" Highly refined communication skills including ability to negotiate, build consensus, clearly articulate to technical and non-technical audiences, communicate difficult messages in a professional and productive manner, excellent presentation and facilitation competence and ability to represent IT as a leader in cross-functional discussions/initiatives.
" Ability to build trust and strategic partnerships with assigned business area contacts, project teams and leadership to facilitate two-way communication.
" Deep, thorough understanding of business processes being supported.
" Deep understanding of Project management methodology and processes needed to support it
" Detailed understanding of budget , vendor and resource management
" Demonstrates breadth and depth of technical expertise, including sharing and transferring skills with others; uses technical knowledge/experience to produce results
Preferred Licenses and Certifications
" Active, up to date PMI PMP certification required
Additional Preferred Qualifications
" Experience in Healthcare especially health plan payer organizations
" Scrum Master Certification
" 3 or more years of direct management experience
" Lean Six Sigma Green belt or beyond
" ITIL foundation certified
" Experience using Agile and Scrum methodology highly preferred
" Specific tools, languages and specialty skills may vary
